From the Summary section:
Stacked waste tires, with the resulting interior volume lined with polyethylene film make a low-cost, modular, rainwater storage system. Capacity depends on the dimensions of the tires, but 500 L capacity is easily achieved in a total exterior volume of less than 0.6 m3. A cheesecloth (muslin) filter across the top opening of the tire stack ensures that rainwater entering storage contains a minimum of contaminants. A siphon is used to dispense water from the system.

Seeker's comments:
…would like to thank you sincerely for taking the time to present your idea for a low cost rainwater storage system. Your idea was innovative and presented a lot of detail on how to make the design work.
However, we received almost 100 entries and your entry while potentially suitable for either small-scale or a developed country application was not suited to our need. The main reason is that tires are not considered scrap in most developing countries. Once their useful life on vehicles comes to an end they are often recycled on ox carts and after that then they are turned into buckets, sandals or other useful items.
